No you can enter with a valid photo id such as a driver's license and a copy of your original birth certificate. A Naturalization Certificate, a Consular Report of Birth Abroad, or a Certificate of Citizenship are acceptable instead of a birth certificate. You will also need to possess a valid tourist/visa card if you enter by ground - train, bus, car. If you enter by plane you will fill out a form on the plane called an FMT or Mexican tourist visa/Business Permit.



A passport is easier and protects against a lot of bureaucratic red tape though. and after January 1st 2008 the rules will be completely changed so this answer is only good until then. There will probably be a phase in of the new rules but that hasn't been announced yet.

Actually your driver's license is fine. There is some bill in the USA to make it necessary for Americans coming back to the US from Mexico to have their passport but it hasn't taken hold yet.



You don't need a passport if you are from the US and going to Mexico..

If you go on foot between the borders like TJ and San Diego, just a drivers liscense is fine. If you are flying into someplace other then a border town then you need a passport. Like Mexico City, or Cabo.

The answer, as with many question is:



It depends. If you are staying close to the border and not spending more than 72 hours, you don't need a passport. Otherwise, you do need it.
